Family Homeless Prevention and Assistance Program {collapse}

  1. What is the Grant Process?

    Family Homeless Prevention and Assistance Program is a program administered by Minnesota Housing Finance Agency to provide grant funds to encourage and support innovation at the county or regional multi-county level to establish a total system designed to serve and possibly redesign the homeless support system. 

    Funds are used for many purposes including preventing an episode of homelessness, shortening the length of time someone may be homeless in a shelter, and eliminating repeat episodes of homelessness. 

    Each funded agency designs the project that best meets the needs within their own community.

  2. What is the FHPAP Advisory Committee?{fhpap2}

    Anoka County, as the grantee, per Minnesota Statute, is required to have an Advisory Committee.  Each grantee shall establish an advisory committee consisting of a homeless advocate, a homeless person or formerly homeless person, a member of the state inter-agency task force on homelessness, local representatives, if any, of public and private providers of emergency shelter, transitional housing, and permanent affordable housing, and other members of the public not representatives of those specifically described in this sentence.

    The grantee shall consult on a regular basis with the advisory committee in preparing the project proposal and in the design, implementation, and evaluation of the project.

  3. What is the role of the Advisory Committee?{fhpap3}

    The advisory committee shall assist the grantee as follows:
    • designing or refocusing the grantee's emergency response system
    • developing project outcome measurements
    • assessing the short and long term effectiveness of the project in meeting the needs of families who are homeless, preventing homelessness, identifying and developing innovative solutions to the problem of homeless families, and identifying problems and barriers to providing services to homeless families
  4. How do I become an Advisory Committee member?{fhpap4}

    The advisory committee members are encouraged to complete a member profile outlining their education, personal experience and interest in serving on the Advisory Committee.  No one is prohibited from becoming an Advisory Committee member.

    The FHPAP Co-chairs and Grantee keep copies of each profile to demonstrate the diversity of membership and to assist in recruitment of new members.

    If a member is not able to fulfill his/her duties or attendance becomes a concern, a new member, or a designated alternate, from the same organization, may participate instead as outlined within the FHPAP Handbook.
  5. Who is currently an Advisory Committee member?{fhpap5}

    Anyone who attends the Heading Home Anoka Housing Collaborative is considered an Advisory Committee member.  Anyone has attended at least 50% of the meetings in the last 12 months is considered a voting member.  Click here to refer to the Bylaws for more information.
