Home Rehabilitation Loan Program

Due to the high volume of loan applications, it is taking longer to process pre-applications. Employees are available to help via email, phone and virtual visits. Face to Face visits are by appointment only.  Use the drop box located at the Anoka County Government Center or Blaine Human Service Center to submit larger application packets. 

The Homeowner Rehabilitation Loan Programs provides deferred payment loan financing to income-eligible homeowners to address health and safety concerns in your home, does not cover cosmetic updates or deferred maintenance. Anoka County offers two loan programs to Anoka County property owners. See the program fact sheets below. 

Loan program income limits are based on gross household annual income of all household members. Borrowers must not exceed the income limit per household size. Approved Homeowner Rehabilitation Loan Programs applicants will be placed on a first come, first served wait list.

2022-2023 Household Size / Income Limits (effective June 15, 2023)

  • 1 Persons = $66,300
  • 2 Persons = $75,750
  • 3 Persons = $85,200
  • 4 Persons = $94,650
  • 5 Persons = $102,250
  • 6 Persons = $109,850
  • 7 Persons = $117,400
  • 8 Persons = $124,950

To apply, complete and submit this Pre-Application for a Home Rehab Loan to assist our staff in determining if your household is potentially qualified and which program is right for you.  The pre-application must be completely filled out or it will be returned until the required information is received.  Homeowners mortgage must be current (not in forbearance or behind on payments). 

Please Note: the Home Rehabilitation Loan Program currently has a waiting list. Wait times could be significant and will vary depending on the time of year and the availability of funds. Completed pre-applications are processed on a first come, first served basis.  Incomplete pre-applications will not be processed until all required information is received.

Next Step:  Staff will review your completed pre-application to determine which program is a better fit based on your estimated household income.  If your household is invited to complete the Full Loan Application, copies of these documents for all household members over 18 years of age are required for loan approval: Photo ID, Social Security Card, W2's, Tax Returns, Current Mortgage Statement, Homeowners Insurance Certificate,  Paystubs, Social Security Statement and/ or Other Income Payments, along with Financial Statements for Checking, Savings and Retirement Accounts.
