Ordination Certificate Registration

Effective July 1st, 2025, per Minnesota Statute 517.04, Civil marriages may be solemnized throughout the state by an individual who has attained the age of 21 years and who registers as a civil marriage officiant with a local registrar in a county of this state prior to performing the marriage ceremony. The county where the civil marriage officiant is registered must be endorsed upon and recorded with each certificate of civil marriage.

How to Obtain


In person:

  • The Vital Records Office is located in the Government Center in Anoka, MN.  We have a public service counter on the 1st floor where we accept and process the documentation.

Online:

  • Complete the Certificate of Filing form and have your signature verified by a Notary Public
  • Visit this pay link to pay for your request and upload your notarized document.
  • When your payment is verified and documents approved, we will process your request.

By mail:

  • Fill out a Certificate of Filing form and have your signature verified by a Notary Public.
  • Mail the form with a check for the required fee to the Vital Records Office at 2100 3rd Ave, Anoka, MN 55303.
