Minor Parent Program
The Minor Parent Program provides voluntary services to pregnant or parenting minors in making appropriate plans for themselves and their children. The goal of this program is to assist young parents who face parenting challenges in providing a healthy start in life for their children.

Ensure safe and supportive living arrangements for the parent and child.
Address parent’s continued school attendance.
Provide information about financial assistance programs.
Provide information and support for parenting skill development, childcare, and health care.
Support and plan for parent’s self-sufficiency.
Meet current specific needs of the family.
Connect parent with community resources for home and baby needs.
- Teens who are under the age of 18 and pregnant.
- Teens who are under the age of 18 and already parenting.
- Teen mothers who have been identified on the 72-hour birth report (per MN Statute).
- Referrals to the Minor Parent Program are required of hospital staff within 72 hours of a child’s birth to a mother under age 18 per MN Statute 257.33
- Referrals are also made by the Economic Assistance Department when a minor parent applies for MFIP, as a working service plan with the Minor Parent Social Worker is a requirement for their eligibility for MFIP.
- Referrals may also be made by the extended family, public health nurses, children and family services staff and other community professionals.

- Families will work with a social worker to develop a plan to meet their specific goals and needs.
- Outreach assistance to pregnant or parenting teens for service/resource referrals to provide support to the family, examples include financial and medical assistance, housing options, childcare options, parenting education, paternity or child support services, public health services, and mental health resources.
- Assistance for the pregnant or parenting teen in establishing a plan for herself and her child.
- Resource referrals to appropriate agencies to assist with decision making regarding an unplanned pregnancy.
