Internet and Wireless Use Policy

Purpose

Anoka County Library provides internet and wireless access to support its mission of promoting lifelong learning, equitable access to information, and community engagement. These services enhance digital literacy, communication, and creativity, and are essential to community enrichment.

Scope of Access

Internet and wireless access is available at all library locations through library-owned workstations, wireless (Wi-Fi) networks, and circulating mobile hotspot devices. Use of these resources may be time-limited or subject to reservation systems to ensure equitable access for all patrons.

Library Responsibilities

Anoka County Library is committed to providing access to selected digital resources and online services, offering instruction in internet use, and ensuring compliance with applicable laws. The Library uses filtering technology in accordance with the Children’s Internet Protection Act (CIPA) and Minnesota statutes to block access to content that is obscene, pornographic work involving minors, or materials harmful to minors. Individuals 17 and older may request that filters be disabled on library-owned devices, with proof of age possibly required. However, filtering cannot be disabled on personal devices using the library’s wireless network. The Library also upholds user privacy in accordance with the Minnesota Government Data Practices Act.

Acceptable Use Guidelines

Users are expected to use internet services responsibly, ethically, and legally. Unacceptable uses include viewing, sharing, or downloading obscene content, pornographic work involving minors, or materials harmful to minors; violating copyright or intellectual property laws; engaging in harassment or hate speech; attempting to gain unauthorized access to systems or data; introducing malicious software; interfering with network performance; or invading the privacy of others.

Children and Internet Use

Parents and guardians are solely responsible for monitoring and guiding their children’s internet use. Library staff do not serve in a supervisory role, and families are encouraged to educate children about safe and appropriate online behavior.

Privacy and Security

While the Library supports user privacy, patrons should be aware that data transmitted over public networks may not be secure. Users are encouraged to avoid sending sensitive or personal information via the library network and to use secure websites (HTTPS) whenever possible. The Library is not liable for data loss, security breaches, or damage to personal devices or files resulting from internet use.

Wireless and Personal Device Use

Wireless internet is available throughout all library locations. The Library does not provide technical support for personal devices, and users assume full responsibility for the security and functionality of their own equipment. Filtering technology cannot be disabled on personal devices connected to the library’s network.

Policy Enforcement

Violation of this policy may result in the termination of a session, suspension or revocation of internet or library privileges, removal from the premises, trespass, or referral to law enforcement authorities for illegal activity. Library staff are authorized to monitor usage and enforce this policy as needed.


Process

This policy is reviewed by the Library Advisory Board (or a committee thereof) every four (4) years, or more frequently when deemed appropriate. The Library Advisory Board may recommend proposed changes subject to final approval by the Library Director and the Anoka County Board of Commissioners.
