Programming Policy

Library Mission and Goals

Library programming is an essential resource that furthers the library's mission by:

  • Promoting reading and literacy.
  • Introducing patrons and non-users to library resources.
  • Providing opportunities for personal growth, enrichment, and education.
  • Expanding the library's visibility as a valuable community resource.
  • Fostering a sense of connection and community.

Program Guidelines

Library programs are those planned, organized, and executed by library staff. Sponsored programs, where the library provides meeting space or resources, also fall under this policy. The library does not endorse particular beliefs or views; nor is the selection of any program equivalent to sanction of the presenter’s views.

The library staff selects program topics, speakers, and courses based on the interests and needs of library users and the community. While suggestions for programs and speakers are welcomed, the final decisions on topics and speakers rest with the staff and ultimately the library director. The responsibility for planning and facilitating programs is assigned to staff members, who take into account the following factors:

  • Alignment with the Library’s mission, strategic plan, and service goals.
  • Community needs and interests.
  • Potential to promote and encourage the use of library collections and resources.
  • Historical, cultural, or educational significance.
  • Availability of staff, space, and budget.
  • Connection to community partnerships and events.

Programs conducted in library facilities but not organized by the library are subject to the Reserving and Using Library Rooms Policy and the Patron Code of Conduct.

Accessibility and Inclusivity

All library programs shall be free and open to the public, barring special permission from the Library Director. Some programs may serve specific audiences or populations within the community.

Programs may be conducted onsite, offsite, or virtually. To ensure accessibility, the library will make reasonable effort to accommodate requests in accordance with the Americans with Disabilities Act. Requests should be made at least two (2) weeks before the program date.

Registration and Attendance

Some events may require registration to manage room capacity and prepare adequately for attendees. Registrations are forfeited if the registrant arrives more than ten minutes after the program's start. For programs not requiring registration, attendance is on a first-come, first-served basis.

If unable to attend a registered program, patrons should notify the library as soon as possible to cancel their reservations and allow others to participate. For high-demand programs, patrons who fail to attend without prior notification/cancelation may be blocked from registering for future programs for up to three months.

Commercial Use and Fundraising

Library programs are not intended for commercial purposes or business solicitation. Exceptions include:

  • Authors or creators selling books or music recordings with prior permission from the Library Director or designee.
  • Fundraising events sponsored by the Friends of the Library, which may include merchandise sales to benefit the library.

Policy Compliance

Everyone attending library-sponsored programs must adhere to all library policies, including the Patron Code of Conduct and the Photography and Videography Policy. Program reconsideration requests are subject to the Request for Reconsideration Policy.

Process

This policy is reviewed by the Library Advisory Board (or a committee thereof) every four (4) years, or more frequently when deemed appropriate. The Library Advisory Board may recommend proposed changes subject to final approval by the Library Director and the Anoka County Board of Commissioners.
